It depends on the brand and on what the chart measures. In the Adidas chart, size 42 is a foot 25.9 cm long, and in the Nike chart 25.8 cm. On a Nike size label you will also see 26.5 cm next to EU 42, but that is the Japanese size, not the foot length.

At Adidas and Puma it is, but at Nike, ASICS and Skechers, UK 8 is EU 42.5. Brands round the conversion between systems differently. So when you switch brands, compare foot length in centimetres, not the UK size alone.

Almost: up to size 44, the foot length for the same EU size differs by 1 mm at most between their charts (e.g., 42: 25.9 and 25.8 cm), and above that the difference grows (46: 28.4 and 28.8 cm). The way sizes are divided is different, though: Adidas has ⅓ and ⅔ sizes, Nike has half sizes, and UK 8 is EU 42 at Adidas but EU 42.5 at Nike.

It depends on whether you mean UK or US. UK 8 is EU 42 at Adidas and Puma, or EU 42.5 at Nike, ASICS and Skechers. Men’s US 8 is EU 41 ⅓ at Adidas and EU 41 at Nike, and women’s US 8 is EU 40 at Adidas and EU 39 at Nike.

It is a fraction of the EU size. Adidas sizes go up in half UK sizes, which in the EU system gives steps of ⅔ of a size: 42, 42 ⅔, 43 ⅓, 44. Each step in the chart is about 0.4 cm of foot length, and in stores such a size is also written as 42 2/3.
